The ROC Party will not run candidates in Quebec but instead will form a coalition with the Bloc Quebecois. The leader of the ROC party will be elected by the ROC MP's that are elected to the House of Commons. The ROC Party draws a distinct link between Federal and Provincial Responsibilities. If the Provinces decide to co-ordinate certain Provincial functions on a National level, they will make that decision in the "House of Provinces". The ROC Party has the only common sense solution to our unity, economic and social problems.
To reform the present federal system a majority of MP's must support the ROC Concept in the House of Commons. This majority will be achieved through a ROC/BLOC-Q coalition in the next general election. The ROC Party will not run candidates in Quebec. The ROC/BLOC-Q coalition will welcome other political parties/MP's who support this Canadian Government restructuring. The ROC Party recognizes that achieving Canadian National Unity and a "Great" nation status will not be possible under the present federal system.
YES - Although the responsibility for their functions would shift to the "House Of Provinces", The ROC Party would demand that these rights be entrenched in a new "House of Provinces" charter.
By restricting Ottawa to core national functions, there will not be a need to separate by either Quebec or the rest of Canada. The resulting Canadian Unity will strengthen the Canadian Dollar and because there will be less government, there will be a major reduction in taxes.
